He was born in Somerset County, Pennsylvania and in 1894 he moved to Wheeling, West Virginia. There, he founded Wheeling Roofing and Cornice Co. (manufacturers of cornices, roofing, tar felt paper, and galvanized iron) with partner J.F. Agnew. In 1900, with G.C. Janson, A.J. Wagener and A.A. Horcher he bought out Agnews share and formed a corporation. Theodore was a successful tradesman. Later, after a partner ran off with funds, he founded a new firm, T.G. Cupp Roofing in 1916.

George Frederick Cupp (Kap/Kapp/Kop) was born in Württemburg, Germany and emigrated with his father Jacob to the New World about 1709. A Johan Frederick Kapp m. Eva Marie Graff in Tulpehocken, Berks County, Pennsylvania on Feb. 15/26, 1739 [Calvin]; [Cook] has George Frederick Kapp. Frederick Kapps name is found in the cornerstone of Emanuel Evangelical Lutheran Church, Tulpehocken dated 1743. Frederick Kapp was buried Apr. 2, 1749, and his widow Eva Marie Kapp remarried Christian Muller in 1749 [Calvin, Cook, Winger, Quiett]. Children listed were his minor sons at the time of his death [Cook].
